Who ever said that warfare and poetry were mutually exclusive? Some of the most vicious battles are fought with pen and paper, after all. You work in a giant bureaucratic organization, you could probably give plenty of examples. And if not, once our government drives right off the "fiscal cliff", you'll be able to for sure.

Ten percent whacked right off the top of every budget without regards to political maneuvering, favoritism, cronyism, and the usual sausage-making deals of regular politics is every bureaucrats worst nightmare.

Hey - you aren't cutting 10% off MY budget are you? I barely MAKE 10%. Jerry makes 12% ... cut his!

Zero-sum politics. My gain is always your loss, and vice-versa. No better recipe for vicious, no-holds-barred infighting ever existed.
